The REFUND + project (2006-2009), supported by the Intelligent Energy Europe and ADEME (Agence de l'environnement et de la maîtrise de l'énergie), intends to identify, monitor and evaluate the impact of incentive schemes on the development of RES heating systems in private households in five countries: Austria, Belgium, France, Italy and Portugal. Implementation of specific financial instruments was simulated in two case studies in Lithuania and Poland. This final report reviews the methodology of the studies done, the economic and quantitative analysis, the results achieved, providing also a cross-country comparison and recommendations both for the countries involved in the project and a more broaden message to all authorities committed to increase RES’ usage in residential heating. The REFUND + project followed a bottom up approach of evaluating financial measures supporting the use of RES in heating, as the research was based mainly on the feedback and contribution from direct consumers and installers of these technologies. This approach enabled relevant and constructive conclusions on the efficiency of tax measures to support individual investments in heating systems.
