Debating the Way to a Mediterranean Solar Plan (2009)

It was jointly organized by the Regional Center for Renewable Energy and Energy Efficiency (RCREEE) and the Euro Mediterranean Energy Market Integration Project (MED-EMIP).
The presentation focuses on key policy aspects of the Mediterranean Solar Plan, namely achieving the export of solar power produced by (mainly) CSP plants in Northern Africa on the EU market. Analyses show that while the EU has the necessary legislative framework (RES Directive 2009/28/EC) and the financial means, problems arise in the transmission network and the local markets, which may not afford buying solar electricity.
Solutions for developing a home market for solar power are available through different financing schemes and subsidies, which would need to be scaled up. Moreover, the exponential increase of global population and energy consumption is another incentive for such projects to start.
