This brief was put out by the associate director of the Green Institute in 2008. The purpose of this document is to plan a program to build on the current Minnesota state program â a solar rebate ending in 2009.
They propose a âsolar carve-outâ, which is an addition to a renewable energy standard (RES) that specifies that a portion of that RES needs to be met with a particular technology (solar). Other policies are also included in the document to promote solar such as: performance incentives or feed-in tariffs; tax credits; cash rebates or grants; green pricing programs.
It also gives examples of other states with solar carve-outs, with the unique characteristics about the programs, and issues that relate to solar carve-outs.
