European R&D Programme: Good Opportunities for Solar Thermal on the Horizon?

The global solar cooling research community met in Rome on 14 and 15 September for the 6th International Conference on Solar Air-Conditioning. The photo shows Conference Chairwoman Professor Ursula Eicker from the University of Applied Sciences, Stuttgart, Germany (forth from left in front row) together with the international scientific committee consisting of researchers from Germany, Spain, Greece, Italy, France, China, Austria and Cyprus. Intensive research efforts are needed at all levels – product development, cost reduction and system integration – to make solar cooling a marketable, cost-competitive technology. Just a week earlier, however, the European Commission had to admit that solar heating and cooling has been gravely underfinanced during the 2014-2015 calls of the European R&D Programme Horizon 2020. The cumulated budget for solar heating and cooling was EUR 4.4 million out of a total of EUR 554 million, which means a share of less than 1 %. “The lack of recognition at European level is entirely unacceptable, especially when considering that heat and cold are responsible for almost half of the final energy consumption in Europe,” says Bernd Hafner, Chair of the European Solar Thermal Technology Platform and Head of Solar and Heat Pump Technology Development at the German boiler manufacturer Viessmann.

Poland: Separate but Capped Solar Thermal Subsidy

The annual market statistic of the Polish Institute for Renewable Energy (EC BREC IEO) show a clear downward trend over the last two years, mainly because of changes in the national subsidy scheme of the National Fund for Environmental Protection and Water Management, NFOŚiGW. The Prosument programme, which was launched in May 2014, stipulated the installation of a micro-renewable electricity installation before an investor was able to apply for a solar water heater subsidy. Therefore, it was good news that NFOŚiGW removed the required combination of renewable electricity and renewable heat systems since 1 August 2015. But in the same decision paper the programme administrator restricted the subsidy level for solar heat.

Bonilait Dairy: Largest Solar Process Heat Installation in France

The solar heat supply system of the French dairy processor Bonilait Protéines is a unique showcase in many ways. First of all, it is currently the largest solar process heat installation in France. Second, it is equipped with drainback technology. And third, it is the first solar process heat installation which is operated as an Energy Service Company by the French EDF Optimal Solutions, a 100 % subsidiary of the EDF group. The photo shows the around 1,500 m² flat plate collector field installed on a support structure above the parking lot next to the factory.

Denmark: Performance Guarantees Constitute Key Element in District Heating

In Denmark, there are currently around 576,000 m² of solar collectors providing 403 MW of thermal power to 61 district heating systems. Another 28 plants with 395 MW and 564,000 m² of collector area are in the pipeline, according to a presentation held by Danish consultant Per Kristensen at the SDH conference in Toulouse in June 2015. Widely accepted replicable plant concepts and performance guarantees are part of the success story.

Hongzhi Cheng, head of Chinese company The Sun’s Vision, is one of the most experienced solar thermal market researchers in China. He can look back at almost 20 years of solar thermal experiences in industry and market analysis. In an interview with Solarthermalworld.org Cheng explained the big transition on the Chinese market: “In 2015, the retail market in the residential sector has been on the decline again, whereas the segment of commercial projects in cities is growing rapidly. Solar heating and industrial process heat will increase a lot because of the changes in national policy which encourages large-scale renewable energy use.”

Brazil Offers New Green Building Credit Terms

Since June 2015, the CAIXA bank owned by the Brazilian government has been offering improved financing conditions for energy-efficient housing projects built under the social housing programme Minha Casa Minha Vida (My Home My Life) to promote energy saving. As growing electricity demand is constantly driving up prices, the government wants to foster the use of any technology which could lower power consumption in newbuilds. Circular Caixa 681 now offers new financing conditions for projects which include energy efficiency measures – primarily, solar thermal.
