Lesotho, Mozambique and Zimbabwe: Solar Thermal Policies under Development

University ZimbabweA growing number of countries in Southern Africa follow the example of South Africa and Namibia to set targets and discuss regulations for an increased deployment of solar water heaters. The reasons are the acute power shortages and the fact that residential households spend 60 % of their electricity on hot water preparation when they use an electric geyser. Lesotho and Zimbabwe launched national strategies in September 2015 to ban electric geysers and Mozambique’s Minister of Science, Technology, Higher Education and Professional Training, Professor Jorge Olívio Nhambiu, confirmed the target of installing 0.1 m² collector area per capita by 2030, as had been defined in the Solar Thermal Technology Roadmap for Zimbabwe in November 2015. Albania: New Energy Law Shows Country’s Strong Commitment to Solar Thermal

The new Albanian law on Renewable Energy Sources No. 138/2013 from 2 May 2013, which was published in the Official Gazette No. 83 on 20 May 2013, requires builders to adhere to a minimum share of solar thermal heat for certain building types. Furthermore, the so-called RES Law exempts solar thermal systems and components from custom tariffs and Value Added Tax (VAT) altogether. Starting from the day the law was enacted on 20 May 2013, the government has 6 to 12 months to create the bylaws which should state precisely how the new law will be implemented. The RES Law is the first Albanian law addressing SWH systems in particular (see the attached legal document in Albanian) and representing an important part of Albania’s renewable energy policy. It, however, remains unclear how the budget to refinance the tax exemptions is to be allocated and whether the building regulations will be as effective as expected.

Training Course on Solar District Heating (2011)

Report CSP Workshop, South Africa (2009)

This is the report of a CSP workshop, which took place in South Africa on 22 May 2009. The workshop results from the necessity to gather project developers, the government, NGOs and research centers to start a discussion on scaling up CSP.

In South Africa, the development of CSP infrastructure has been boosted by the government which policy is to encourage renewable energy projects via financial measures and incentives such as the Renewable Energy Feed-In Tariff (REFIT) or the Clean Development Mechanism.

Austria: The 2008 Roadmap to Solar Thermal Success

Roadmap: Solar Thermal in Austria” A good example for solar heating: a semidetached house with a collector area of 92 m2. According to the roadmap of the Austrian Institute for Renewable Technologies, AEE Intec, it is very important to support solar combi systems which supply domestic hot water and space heating.
