China, India and USA: Study Recommends Policies for Energy-Efficient Water Heaters

ClaspA study by US non-profit organisation Clasp, British management consultancy Waide Strategic Efficiency and other partners has analysed the market potential of efficient water heater technology, among them solar thermal systems and heat pumps in China, India and the USA. The 176-page document Policy Opportunities for More Efficient Residential Water Heating shows the key differences between markets and policies and gives advice on policy measures to reduce the energy consumption of water heaters. One central recommendation is to implement energy efficiency labels, which would allow customers to compare different water heater technologies. No such labelling has been in place yet in any of the three countries. The chart shows the Chinese energy label, which is only used for gas combi boilers, the Indian label for electric storage water heaters and the US label for gas-storage water heaters.

Quality Infrastructure Crucial to Emerging Markets

IRENA 2In December 2015, the International Renewable Energy Agency (IRENA) published a comprehensive report on how to establish a quality infrastructure (QI) for solar water heaters on small-scale markets (see the attached document). The 76-page study is part of a series on Quality Infrastructure for Renewable Energy, which uses information from 83 survey respondents and data from interviews with 34 experts on QIs for renewable energy sources. The report discusses established international system and collector testing standards as well as examples of implementation across selected countries. It also highlights market barriers and makes recommendations for developing solar water heater Qis, focusing mainly on emerging markets. The programme highlights the complexity of a quality infrastructure, including the establishment of a product label, test labs, installers’ certification and the involvement of inspection bodies.

Solergy Collector Label: EU Commission Confirms Clear Distinction from Energy Labelling

The implementation of voluntary collector label Solergy will enter into the second phase in 2016. The European Commission has confirmed that there was no likelihood of confusing the voluntary mark with the official energy labelling stipulated since September 2015 for heating devices across Europe, the Steering Committee of the Solar Heating Initiative said in a letter sent to selected stakeholders in the middle of December. The letter went on to explain that it would now be the responsibility of DIN Certco, the German certification body, to issue Solergy labels officially and register the certificates in an online database. During the first phase in the second half of 2015, it had been Stefan Abrecht, the initiator of the voluntary collector label and General Manager of German company Solar Experience, who had issued the certificates.
 

Austria: One World Solar Collector Receives Solar Keymark

SunlumoThe One World Solar Collector developed by Austrian company Sunlumo finally received a Solar Keymark certificate in October 2015 (see the attached PDF). This is a milestone in the long design and development process, which started in 2009. “We designed a completely new collector model optimising weight, performance, logistics and raw materials,” Robert Buchinger (left), Managing Director of Sunlumo, says about the long term R&D project. The photo, which was taken at machinery supplier Fill’s booth at the 2014 edition of Fakuma, the international trade fair for plastics processing, in Germany, shows Buchinger and Wilhelm Rupertsberger, Head of Competence Center Polymer Technology at FilI, holding up the pilot collector with a gross collector area of 0.95 m² and a weight of only 8.1 kg. Sunlumo is looking for investors who want to purchase a complete production line as well as the license and produce the polymer collector locally. The One World Solar Collector is the third 100 % polymer collector with a Solar Keymark certificate. The other two are Eco Flare 3M by Israeli manufacturer Magen Eco Energy and a collector from Norway’s Aventa.

European Energy Labelling: Solar Manufacturers Have Doubts

Solrico energy labellingThere is great scepticism among Europe’s solar thermal collector manufacturers about whether or not the energy labelling will increase demand for solar thermal systems. In a survey carried out by German agency solrico, more than 50 % of the European solar thermal manufacturers disagreed with the statement “The energy labelling will foster your solar sales”. All in all, 158 solar collector and solar tank manufacturers in Europe answered the multiple-choice question (Do you agree with the following statement – The energy labelling will foster your solar sales?) by ticking one of five answers: strongly agree, agree, tend to agree, disagree and strongly disagree. The chart shows the results at national level. The figures in brackets display the number of valid answers from each country.

Brazil Offers New Green Building Credit Terms

Minha Casa Minha VidaSince June 2015, the CAIXA bank owned by the Brazilian government has been offering improved financing conditions for energy-efficient housing projects built under the social housing programme Minha Casa Minha Vida (MCMV) to promote energy saving. As growing electricity demand is constantly driving up prices, the government wants to foster the use of any technology which could lower power consumption in newbuilds. Circular Caixa 681 now offers new financing conditions for projects which include energy efficiency measures – primarily, solar thermal.
 

Uruguay: The Battle for Market Growth Continues

Uruguay market developmentUruguay, whose population of 3.4 million makes it one of the smallest countries in Latin America, has shown positive market development since 2007. Cumulated installed solar thermal power saw a notable increase from 1 to 9.5 kWth per 1,000 inhabitants. According to numbers published by the National Energy Department and the annual national energy report, the country’s total collector area installed by the end of 2014 amounted to 46,241 m². Mesa Solar, the multi-sector network for the promotion of solar energy in Uruguay calls for accelerated growth to achieve 1 million m² in 2020. The official target of the government is 150,000 m² until 2024.

Latin America on Its Way to Solar Thermal Quality Standards

Costa Rica WorkshopBrazil is going to implement compulsory certification of solar water heating (SWH) equipment in 2015. Uruguay, Argentina, Chile and Mexico already have laboratories for testing, and Costa Rica has recently set up one. Latin America is working through the regional Pan American Standards Commission, COPANT, on regional standards for SWHs, with the aim of harmonising them with ISO standards. The region is not yet considering a common regional testing and certification scheme, but there is a growing consciousness of the fact that testing and certification performance, as well as quality is very important to developing the SWH markets of the region. It is the reason why 50 experts from 14 countries have recently discussed how to accelerate the process: The Regional Forum (from 29 to 30 June 2015) was jointly organised by the International Renewable Energy Agency (IRENA), the project “Quality Infrastructure for Renewable Energy and Energy Efficiency in Latin America and the Caribbean (LAC)” coordinated by the National Metrology Institute of Germany, PTB, the Latin American Energy Organization, OLADE, the Electricity Institute of Costa Rica, ICE, and the National Standards Body of Costa Rica, INTECO. Germany: Label for Existing Heating Boilers to Increase Retrofit Share

MAP StatisticsFinally some good news from Germany, the largest market in Europe, which declined for four years in a row between 2011 and 2014. After a very sluggish first quarter in 2015, demand for solar thermal systems was increasing over the summer months because of the increased subsidy levels of the German Market Rebate Programme for Renewable Energies since April 2015. The number of applications for solar thermal systems in June and July was 31 % higher than in the previous year. The chart shows the applications submitted per month, with the green columns depicting 2014 and the orange columns representing 2015. And there is more good news for the sector: the announced energy label for existing heating boilers.
