SHC Solar Award: Five Finalists with Successful Support Policies

Administrators of successful solar thermal support schemes are in the focus of this year’s Solar Award of the IEA Solar Heating and Cooling Programme (IEA SHC). The jury has chosen five finalists, of which one will receive the SHC Solar Award during the IEA SHC’s joint conference with ISES Solar World Congress (SWC 2017) in Abu Dhabi on 1 November 2017. The finalists come from Australia, Austria, Germany, Lebanon and Tunisia (see logos above). They implemented very different support policies, such as rebates and/or loans as well as building obligations. Their activities all had a strong impact on their national or regional solar heating and cooling market.

Tunisia: National Subsidy Scheme Prosol Extended to 2020

Tunisian Market DevelopmentTunisia`s solar thermal market stabilised at 64,000 m2 in 2016, a figure only slightly lower than the 65,000 m2 in 2015 and in 2014, but significantly below the peak years of 2008 to 2010. The key market driver had again been Prosol, the national residential programme launched in 2005 and based on a financial scheme combining direct subsidies of Tunisian Dinar (TND) 200 and 300 granted by the Energy Transition Fund and low-interest loans. With 90 %, residential systems still account for the largest share in newly installed collector area. However, hotels and commercial buildings have profited from Prosol Tertiary since 2009 and contributed around 5 %.

Tunisia: Good Hotel and Hospital Investment Opportunities

Tunisia StudyA great deal of sunlight, large investment grants and subsidised energy prices: These are the factors determining the profitability of big solar thermal systems in Tunisia, according to the authors of the study Opportunities for solar thermal systems in the tertiary and industrial sectors in Tunisia, a publication by the German Agency for International Cooperation, GIZ, (see attached document in English, the French version is under consultation). Under certain circumstances, a solar thermal system can achieve a double-digit Internal Rate of Return (IRR), for example, if it is installed at LPG-dependent hotels or hospitals on the Tunisian island of Djerba. When solar replaces natural gas in commercial buildings in Tunisia’s capital, Tunis, the IRR is still significantly higher than the estimated 4.3 % inflation per year. However, there are difficulties with the economic feasibility of solar process heat applications because not even top reference cases have fulfilled investor expectations. The authors emphasise that the importance Tunisian businesses currently place on payback periods for investing may lead them to overlook valuable projects.

IEA SHC: Attractive Solar Process Heat Markets

fastest growing segmentWhich countries are currently attractive markets for solar process heat? Different sources give different answers to this question. The chart above shows the assessment of the solar industry. More than 30 % of the Austrian solar collector manufacturers in the two surveys in 2012 and 2013 assumed that solar process heat was the fastest-growing segment in their national market. More than every tenth manufacturer in Germany, Mexico and France shared their opinion. The figure in brackets behind the country stands for the number of surveys analysed. Some of the countries, such as Germany, India, Mexico and France, have a support scheme in place which focuses on solar process heat systems.

MENA: First Online Training Program on Solar Water Heaters Certification

SHAMCI TrainingIn March, the Regional Center for Renewable Energy and Energy Efficiency (RCREEE) launched an online training program on the Solar Water Heaters (SWHs) Quality Assurance and Certification Scheme in the Arab region. The training course aims to provide participants with sufficient knowledge on SWH quality and certification schemes, such as the Solar Heating Arab Mark and Certification Initiative (SHAMCI). Participants can register for the training course online. According to the RCREEE, it is the first online training in the Middle East and North Africa region. The implementation of the course was supported by the United Nations Environment Programme (UNEP).

Lebanon: Municipalities of Tyre Discuss Solar Obligation Pilot Project

Lebanon workshopThe Lebanese Center for Energy Conservation (LCEC) has organised a consultation meeting with the Union of Tyre Municipalities (UOTM) to discuss the implementation of a solar ordinance in the south of Lebanon. The workshop took place in the Platinum Hotel in the city of Tyre on 9 May under the patronage of Abdel Mohsen El Husseini, President of the UOTM. This consultation meeting was a follow-up to a series of bilateral talks with individual municipalities to introduce and promote the implementation of a solar obligation at municipality level. With its 60 municipalities, the UOTM is committed to adopting a solar obligation in the framework of a pilot project.

Technologies and Perspectives of Solar Cooling Systems (2014)

This presentation, given by Dr. Uli Jakob of Solem Consulting, at the AHK (German-Australian Chamber of Industry and Commerce) conference in Sydney in March 2014, gives an update on the technologies and perspectives of solar cooling systems.  It covers the different technologies used, such as sorption chillers, integrated hydraulic units and standardized solar cooling kits.  It also provides a short overview of solar collector technologies for solar cooling.
