Financial Case for a City Driven SWH Mass Implementation Approach in South Africa (2009)

This report - prepared by Sustainable Energy Africa (SEA) as part of a REEEP funded project - puts forward the argument that cities should treat Solar Water Heaters as the provision of a service; and that they should be installed as part of City-owned infrastructure for which the building owner will pay a monthly rate.

This document provides a strategic analysis of national and global policies and best practices for SWH market development, resulting in a clear action plan for application by South Africa’s provincial government of Western Cape. The authors, Sustainable Energy Africa, are clear that South Africa’s target for 1 million SWHs by 2014/2015 will be only met with a coordinated approach from its different levels of government.
