Mexico: Ongoing Struggle over Legally Binding Standards

CONUEEDespite being the most robust solar thermal market across North and South America in terms of growth (8 % YoY in 2015), Mexico is still struggling domestically to harmonise its quality standards for solar thermal heaters. The lack of understanding between local producers and equipment importers has been the main hurdle to legally binding and uniform rules. However, the process is ongoing and the market’s stakeholders expect a draft of the official NOM-027-ENER-2015 to be available for public consultation by the end of 2016.

Big Ups and Downs on Global Market

The global solar thermal market went into another year of notable decline in 2015. With 37.2 GWth, the newly installed glazed and unglazed collector capacity in the 18 largest countries was 14 % lower than in 2014 (43.4 GWth). Between 2013 and 2014, the decrease in these 18 major countries – which represent 95-97 % of the world market – had been 15 %. The further slowdown last year was the result of diminishing collector area figures in China (-17 %), and in Europe (nine biggest nations down by -5 %). The countries with the highest growth rates last year were Denmark (+55 %), Turkey (+10 %), Israel (+9 %) and Mexico (+8 %). The chart shows both 2015’s newly installed collector area, broken down by collector type – flat plate, vacuum tube and unglazed collector area, and the 2014-2015 growth rate (excluding China, whose 2015 market volume was 21-times larger than Turkey, which ranked second). China added 30.5 GWth in 2015 of which 12.6 % were flat plate collectors (5.5 million m2).

Mexico: 400 Installers Certified under New Labour Competency Standards

MexicoThe new labour standards for solar thermal technology installers approved in Mexico in 2014 seem to have borne fruit. According to Daniel García, President of the renewable energy industry association FAMERAC, some 400 installers have so far been certified for the installation of thermosiphon systems under the new measure, which aims to improve the quality and reliability of newly installed solar thermal systems across the country. Another 1,000 installers are expected to gain certification this year. Mexico: ANES to Provide National Solar Market Statistics

Since 2010, there have been no official figures on the real size of Mexico’s solar thermal market. The national solar energy association, ANES, is now carrying out an ambitious survey to show just how much solar thermal and photovoltaic capacity has been installed in the country. The results will be published in the second half of 2014 and may be a useful tool for promoting new incentive schemes. The latest estimates show 200 MW (285,000 m²) of newly installed solar thermal capacity in 2013.
 

Mexico: Country Plans Compulsory Standard for Solar Thermal

In November, the last ISES Solar World Congress 2013 in Cancún, Mexico, offered a diverse range of topics. With regard to solar thermal energy in Mexico, the most outstanding piece of news was the announcement of a new standard planned by the National Commission for Energy Efficiency, CONUEE. The new standard will be based on the Official Mexican Norm NOM-ENER and could help revive the currently stagnant Mexican solar thermal market. Working out the details of the new standard is scheduled for early 2014.

Mexico: Fight for New Incentives

Mexico’s solar thermal programme Procalsol restarted in August 2013. The Procalsol working group of renewable energy industry association FAMERAC (Fabricantes Mexicanos en las Energías Renovables) is currently lobbying to establish new incentives, a unified national quality standard and new standards for accredited solar installers. The new Procalsol group expects to increase the domestic market by 20% annually up to 2018. But the weak situation of the construction market is hampering the solar thermal sector and installation figures in 2013 are expected to be lower than the ones of last year. Mexico: FAMERAC Lobbies for Stricter Solar Thermal System Standards

The election of the new Mexican government in December 2012 officially ended the strategic plan for solar thermal energy, Procalsol. The organisation of solar thermal manufacturers, FAMERAC, has been in talks with the Mexican National Commission for Energy Efficiency (CONUEE) and the new energy ministry to develop a strategy for a new Procalsol from 2013 to 2018. But Procalsol as a strategic framework is only one of three areas in which FAMERAC is lobbying for solar thermal at the moment, says Daniel García, the new President of FAMERAC and Sales Director of Mexican collector manufacturer Modulo Solar. The second area is standardisation and quality assurance of solar components and systems. The third concern of the association has been to improve the quality of solar installations.

Mexico: No More Loans for Low-Pressure Solar Thermal Systems

Low-Pressure solar thermal systems - such as water-filled, double-glass vacuum tube collectors - are no longer eligible to receive loans from the Hipoteca Verde programme in Mexico. This is the result of changes made by the National Commission for the Efficient Use of Energy (CONUEE) to its technical specifications for solar water heaters. These recent changes, however, do not affect solar thermal systems which work at pressures of 3 bar or more.
