This case study was written by ICLEI – Local Governments for Sustainability. It focuses on the city of Belo Horizonte, which is the capital of the Brazilian state of Minas Gerais, and recaps their experience in passing a solar thermal hot water heating system mandate for their city.

The study published by the Spanish Institute for Energy Diversification and Saving (IDAE) presents an in-depth analysis of the solar thermal energy potential for domestic hot water and swimming pool water heating, as well as the benefits of the solar photovoltaic energy feeding into the grid. A key reference for the study has been the text of the Spanish Technical Building Code (CTE) in force.

Solar Thermal Energy Act: Implications, Obligations and Benefits for Application (2009)

This presentation was done during the Montevideo Construction Fair by Mesa Solar, the organization promoting solar thermal energy in Uruguay. It aims at informing the participants about the legal and policy background that Uruguay is offering in order to support investments in the solar thermal sector.

On the Sustainable Development of Solar Thermal Obligations in Buildings in the Framework of the Portuguese Case (2008)

This paper was presented by a group of researchers of the INETI (National Institute of Engineering, Technology and Innovation), during the EUROSUN Conference in Lisbon, Portugal, in 2008.

The paper explains the steps given to prepare a solar thermal obligation (STO) in the country. It passes in review the existing legislation and incentives for the development of solar thermal in Portugal. A regulation for thermal performance of buildings was created in 2006 to comply with the European Directive on Energy Performance of Buildings (2002/91/CE).

Public-Private Partnership for the Promotion of Solar Energy in Uruguay (2010)

This publication includes information about the creation of Mesa Solar in 2007 with the support of UNESCO. Mesa Solar has been created to support the development of solar water heating in Uruguay. Mesa Solar gathers different public and private organisations, from government, civil society and companies.

This brochure explains the contents of the 10 Million Solar Roofs & 10 Million Gallons of Solar Hot Water Act that was introduced in the US Congress last year. The document was created by the Solar Energy Industries Association (SEIA).

Solar Thermal Energy Manual (2006)

This manual was produced by IDEA (Instituto para la Diversificación y Ahorro de la Energía) the Spanish Institute for Energy.

The manual provides detailed background information on solar thermal, the existing technologies, development in Spain and in Europe, how to use it, which products exist, which applications, advantages, legislation in Spain, etc.

The manual is a great example of awareness raising documents that can be released to increase knowledge about new and renewable energies.

District Heating in Denmark (2009)

This is a presentation of the Managing Director of the Danish Board of District Heating (DBDH), Mr. Jes B. Christensen on the district heating sector in Denmark.

The presentation gives detailed information on the Danish district heating market in Denmark, since the first years in the 70s until nowadays, with references to the legal framework and the government incentive schemes.

These slides also show how district heating has helped reduce CO2 emissions and make Denmark a key example for energy self-sufficiency in Europe.

ON-RE Report: Energy Innovation in Municipal Building Codes (2009)

The Italian National Observatory on Energy Saving Building Regulations (ONRE) released this report in 2009 in co-operation with Legambiente and CRESME. European Directives like the RES 2020 or the energy efficiency in buildings have pushed local authorities to create new legislation to comply with the different targets set in the directives.
