Solar Thermal Applications in Eastern Europe with Guaranteed Solar Results. The East- GSR Project (2008)

This is the final report of the EU funded project East-GSR (2006-2008), created to support the development of the solar thermal market in 5 Eastern European countries (Bulgaria, Poland, Romania, Slovakia and Slovenia). One of the main objectives of the project was to promote the performance guarantee approach for large solar thermal systems focusing on the example of the Guaranteed Solar Results (GSR) contract. The project was coordinated by the French Energy Agency ADEME.

Denmark: Delivering Solar Heat at a fixed price

The newly founded Danish company of Nordic Clean Energy (NCE) offers operators of district and local community heating grids all over Europe a feed-in of solar heat from large collector plants at fixed prices.

Romania: Solar Heating and Cooling in its political Infancy

Romania is a good example for a country that is still only beginning to establish a policy for solar heating and cooling – not merely on the side of the government, but also on the side of the industry and its suppliers. As of 21 December 2009, there has not yet been a date announced for the first draft of the National Renewable Energy Action Plan (NREAP).

HIGH-COMBI Project - High Solar Fraction Heating & Cooling Systems with Combination of Innovative Components & Methods (2007)

This document provides information on building types and climates of the countries involved in the EU project HighCombi.

The HighCombi project was launched in 2007 with a two-year duration and aims at the development and demonstration of solar thermal heating and cooling systems with high solar fraction. Co-funded by the European Commission, within the Sixth Framework Programme (2002-2006), the project consortium involves twelve partners from six European countries (Greece, Spain, Italy, Romania, Germany and Austria).

EAST-GSR Project Country Reports

This 36-month project aims to encourage the emergence of a sustainable solar thermal market using the Guaranteed Solar Results (GSR) procedure in Bulgaria, Poland, Romania, Slovakia and Slovenia.

The documents on this website provide an analysis of the local situations in each country. The document looks in detail at the Solar Hot Water Market before mapping sectoral issues (e.g. in the hotel and housing sectors) in the countries.

Romania: Rebate Programme postponed

Hope dies last – since there was still some left on the 15th of January that the comprehensive rebate programme for renewable energies in Romania could commence. The sector was waiting for the publication of the list of installers approved by the Ministry of Environment and Sustainable Development (Ministerul Mediului si Dezvoltarii Durabile). But on this very day, Nicolae Nemirschi, the environment minister within the new government, announced that his ministry was not able to issue a validated list of installers because the 2009 budget had not been approved yet.

Renewable Energy for Heat Supply in Dwellings with Individual and Local Heating Systems

The project REHES, funded under the Sixth Framework Programme of the European Commission, addresses the heating and hot water supply in dwellings with individual and local heating systems in Bulgaria, China (Beijing region), Romania and Turkey. The present deliverable, from 2007, collects information and map the RES (solar thermal, biomass, geothermal) potential for heat supply in the target countries.
