Climate Change and the Mediterranean: Environmental and Energy Challenges (2009)
This briefing paper seeks to focus the attention of civil society on climate change in the Mediterranean and its possible consequences if appropriate policies are not promptly adopted to dramatically reduce emissions of greenhouse gases, clearly reaffirming the principle of "common but differentiated responsibilities".
The document mentions the following proposals discussed in a forum held in Barcelona: 1) promoting renewable energy, including wind and solar to reduce energy dependence and promote technological development, 2) increase investments in new North-South interconnectors gas and electricity, 3) directed toward an energy model based on regional and multilateral cooperation, developing energy efficiency, a balanced mix of power generation, measures to combat climate change and an appropriate regulatory framework that encourages investment.
The strategies for mitigating the effects of climate change and adapt to it, with the development of cooperation in the field of renewable energy, particularly solar thermal power or concentration, pose a challenge to the Union for the Mediterranean included in its six priority programs. The Parliamentary Assembly (EMPA) in Rafah supports the construction of a pilot installation of solar thermal power and a desalination plant, according to Egyptian and Palestinian authorities in the framework of the Euromed Solar and reconstruction programs in Gaza.
