This paper was created by M. Lopes Prates, J. Cruz Costa, J. Farinha Mendes, and Maria João Carvalho of Portugal’s Department of Renewable Energies at INETI, the National Institute of Engineering and Industrial Technology. The focus of this paper is on the legislative and regulatory frameworks of the Portuguese government, pertaining to solar thermal technology, and their effect on the industry and its market.

Portugal’s government has enacted various programs designed to stimulate the market for solar thermal energy. The paper provides an overview of the various steps taken in the past, one’s currently being implemented, and the effect they have had on the solar thermal market. First, the extent to which the Portuguese government’s public education programs on solar thermal were able to set the proper conditions for the implementation of solar thermal standards, or obligations, is analyzed. From here, the paper focuses on the success of the various solar thermal obligations mandated by the Portuguese government in helping to stimulate the growth of the solar thermal market and industry. Finally, the paper examines the conditions of the current business market and possible future problems.

In conclusion, the paper offers many insights into the effects of solar thermal obligations and their impact on the market. This information could be useful to many other countries that are looking into policies that advance the development and implementation of solar thermal technologies.
