Germany: Market Rebate Programme since 1999 with changing Regulations

Since the launch of the German Market Rebate Programme for Renewable Energies (MAP) in the summer of 1999, the programme has experienced even more adaptations of its requirements than the number of years it has been running so far. The latest in its series of changes was announced in March 2011 with increased funding levels. Solar hot water systems in new constructed houses are not any more subsidised since last year.


2009 was a very successful year in the programme’s history: According to the statistics of the German Environmental Ministry (BMU), EUR 426 million were spent on the MAP, triggering further investments of EUR 3 billion by the private sector. This year, funds are very limited and might be already exhausted by April if the second part of the budget, which amounts to EUR 115 million and was frozen in earlier this year, is not released soon (see the following news).

Basic regulations:

  • Solar hot water systems up to 40 m² of gross area in existing buildings: 120 EUR/m²

  • Combi systems for hot water and space heating on single and double family houses (new and existing):

    Up to 40 m2:  120 EUR/m² of gross collector area
    Above 40 m2 : 45 EUR/ m² gross collector area
    (at least 100 litre/m² of buffer volume)

  • Provision of process heat in newly constructed or existing buildings: 120 EUR/m²

General requirements:

  • Flat plate collectors: minimum 9 m² of collector area, at least 40 litres / m² of buffer volume.
  • Tube collectors: minimum 7 m² of collector area, at least 50 litres / m² of buffer volume.

Additional regulations:

  • Boiler replacement bonus of EUR 600
  • Combi bonus for combination of biomass boiler and or heat pump with a solar thermal system EUR 600.
  • Extension of already operating solar thermal systems subsidised with 40 EUR/per additional m².
  • Innovation bonus of 180 EUR/m2 for special solar heating systems like solar cooling (20 to 40 m2 of collector area)

Total funds The budget is part of the EUR 500 million annual budget for support schemes for renewable heating technology pursuant to § 13 of the Renewable Energies Heat Act. The MAP 2010 budget amounts to EUR 291 million.
