  This document is a commentary from the Consumer Federation of California (CFC) on the proposal by the CPUC Energy Division Staff, Instituting Rulemaking Regarding Policies, procedures and Rules for the California Solar Initiative. The CFC agrees with the Energy Division staff that California State will benefit if it is able to reduce its reliance on fossil fuels and nuclear power.
