- Romania: Signs of Recovery at Bucharest’s RomTherm -
The Romtherm, the international exhibition for heating, cooling and air conditioning, has become a meeting point for solar thermal system suppliers in Romania. Installation companies in the field of heating, cooling and renewable energies have greatly appreciated the trade fair. The 17th Romtherm opened its doors in the capital city of Bucharest at the end of April, with 92 exhibitors on an area of 7,000 m². According to the organiser, Romexpo, the fair has attracted approximately 4,000 visitors.

- EEE 2012, Bucharest- The International Fair for Renewable Energy, Conventional Energy, Equipment and Technologies for Oil and Natural Gas – EEE - will take place in Bucharest from 17 to 20 October 2012 together with TIB - Bucharest International Technical Fair. EEE will gather a great number of conferences, workshops and seminars for both professionals and large public.

- Moldova: Moldenergy 2012 – Where Energy Experts Meet-
The only event for the solar market in the Republic of Moldova is Moldenergy, the International Specialized Exhibition for power-saving technologies, gas, heating and air conditioning systems. The four-day event took place in the middle of this March for the 16th year in a row. It has brought together 67 companies from Moldova, Romania, Turkey, Ukraine and Bulgaria and has been visited by 11,300 people - a considerable increase from last year’s event, at which 50 companies and 10,000 visitors were present.

This document summarises the main achievements of ProSTO, an IEE funded project on the ‘best practice implementation of solar thermal obligations’. Implemented by Ambiente Italy, the project ran from 2008-2010 in five European countries (Italy, Germany, Spain, Portugal Romania), with the general objective to ‘boost the use of solar thermal systems in the European countries by promoting an efficient implementation of solar thermal obligations (STOs)’.
- Bulgaria: Sunny Mood at SEE Solar 2012 in Sofia-
While representatives from over 250 companies and 31 countries gathered at the Inter Expo Center Sofia for the 8th South-East European Solar Exhibition on 28 March, the Bulgarian government decided to cancel the highly controversial Belene Nuclear Power Plant project. Of course, the timing was only a coincidence. But still, the government’s decision could have an impact on the future development of renewable energies in Bulgaria. For years, critics of the government’s plans to set up the Belene plant for an estimated EUR 10 billion feared that the project could tie funds urgently needed to improve the country’s poor energy efficiency and leave too little money for green energy projects, such as solar thermal installations on the roofs of public buildings. Now, with a definite end to the idea of another nuclear power plant, market players in Bulgaria hope for new growth in the sector of alternative energies.

On the state level, Bulgaria is lagging behind in making use of the funds provided by the EU. Only Romania ranks worse in the comparison of EU member states. But how are things going for the Bulgarian population – do they fare better than their authorities in utilising the available EU funds to improve energy efficiency in their homes? Solarthermalworld.org spoke with Bulgarian bankers about their experience when it comes to supporting Bulgarian home owners with loans and grants for energy-efficient measures. The scheme supporting solar thermal systems in residential buildings is the Bulgarian Residential Energy Efficiency Credit Line (REECL) (see database of incentive programmes). Small-size commercial projects are financed by the Bulgarian Energy Efficiency and Renewable Energy Credit Line (BEERECL). - Spain: Export Helps Solar Thermal Industry Survive-
One of the biggest Spanish collector manufacturers, Termicol, can still celebrate its 10th anniversary this year. The company has managed to counter the decline in the Spanish market by expanding its business abroad. Today, the export of collectors generates 20 % of the company´s turnover. With its own brand, Termicol claims a market share of around 10 % in its home country.

Running until 2012, “Widening the Thermal Solar Energy Exploitation by the Successful Models" (WidetheSee) is a project developed by 11 South-Eastern European countries and co-financed by the EU. It aims at promoting the usage of solar thermal technologies for domestic hot water appliances in the context of European policies concerning renewable energy sources and the reduction of fossil fuel dependence.

This article was published in the International Journal of Energy of the North Atlantic University Union. It advocates for the solar generation of thermal energy and its use for buildings and domestic water heating in Romania.
- Poland: Sunex to go public by September -
Becoming a publicly traded company by September: the first step of Sunex' strategy to enter new markets and invest in a factory outside the country. The solar collector manufacturer will be listed on New Connect, the Warsaw stock market for small enterprises. In August, Sunex already sold 0.76 % of its stocks to investors through private offers, gaining about PLN 0.55 million (EUR 0.13 million). “We have decided to enter New Connect to let the market give us a valuation of our company before we get listed on the main trading floor of the Warsaw Stock Exchange (WSE),” the company’s President, Romuald Kalyciok (see photo), explains. Further share sales are planned for 2012.

Romania is a good example for a country that is still only beginning to establish a policy for solar heating and cooling – not merely on the side of the government, but also on the side of the industry and its suppliers. As of 21 December 2009, there has not yet been a date announced for the first draft of the National Renewable Energy Action Plan (NREAP).

The 1 June 2011 saw the relaunch of the Romanian subsidy Programme 'Casa Verde'. The programme, originally initiated in 2010, provides financial assistance for the installation of solar collectors, heat pumps or biomass heating systems in residential, governmental, public and religious buildings. The programme's budget is financed by the National Environmental Fund in Romania (Administraţia Fondului pentru Mediu). In 2011, Romanian Leu (RON) 735 million - EUR 175 million - have been made available for it. The programme was restarted with the same conditions as in 2010.

- Trans-Solar: Knowledge Transfer to 7 CEE Partner Countries -
After running for 26 months, the European Trans-Solar project finally ended in January 2010. Its aim had been to transfer solar thermal know-how from the old EU Member States to the countries of Central and Eastern Europe.

- Solar Thermal Applications in Eastern Europe with Guaranteed Solar Results. The East- GSR Project (2008)-
This is the final report of the EU funded project East-GSR (2006-2008), created to support the development of the solar thermal market in 5 Eastern European countries (Bulgaria, Poland, Romania, Slovakia and Slovenia). One of the main objectives of the project was to promote the performance guarantee approach for large solar thermal systems focusing on the example of the Guaranteed Solar Results (GSR) contract. The project was coordinated by the French Energy Agency ADEME.

The newly founded Danish company of Nordic Clean Energy (NCE) offers operators of district and local community heating grids all over Europe a feed-in of solar heat from large collector plants at fixed prices.
- HIGH-COMBI Project - High Solar Fraction Heating & Cooling Systems with Combination of Innovative Components & Methods (2007)-
This document provides information on building types and climates of the countries involved in the EU project HighCombi. The HighCombi project was launched in 2007 with a two-year duration and aims at the development and demonstration of solar thermal heating and cooling systems with high solar fraction. Co-funded by the European Commission, within the Sixth Framework Programme (2002-2006), the project consortium involves twelve partners from six European countries (Greece, Spain, Italy, Romania, Germany and Austria).
- Romania: Rebate Programme postponed-
Hope dies last – since there was still some left on the 15th of January that the comprehensive rebate programme for renewable energies in Romania could commence. The sector was waiting for the publication of the list of installers approved by the Ministry of Environment and Sustainable Development (Ministerul Mediului si Dezvoltarii Durabile). But on this very day, Nicolae Nemirschi, the environment minister within the new government, announced that his ministry was not able to issue a validated list of installers because the 2009 budget had not been approved yet.
